Support for Cyrillic characters in ISO-8859-1 codepage

I have some mp3 files where tags saved in codepage ISO-8859-1 (Latin-1; Windows-28591) and player can't read Cyrillic characters properly.
Latin characters looks fine with ISO-8859-1.
Cyrillic characters in UTF-8 & UTF-16 are also fine.

Sure, I uploaded files with name "ISO-8859-1 Cyrillic (*)"
